Setting Up MCP
If you don't know what MCP is, it's a tool for modders that makes compiling Minecraft easier.
Here is a link for the 1.4.5 download. You're going to also need the Minecraft Forge Source too, so here's a link for that too.
Also, before we go ahead and set that up, let's get some more modding tools shall we? A good tool to use when coding is Eclipse. Click on the one that suits your operating system:
Windows 32/64-Bit
Mac OSX 32/64-Bit
When that's done just install it. If you're doing it on a Mac, then you're all set to use it, but if you have it on Windows, you're going to have to set a System Path to it. To do that, go to your start menu, right click Computer and click Properties. Once in Properties, click on Advanced System Settings. Next, click on Environmental Variables and look under System Variables. Go to Path, and without deleting anything there, add this to the end of it:
C:\Program Files\Java\jdk1.7.0_09\bin;
Replace jdk1.7.0_09 with whatever version of JDK you have. After that's done you're good to go. If you don't have JDK, here's a link for it. All you do is accept the terms and conditions, then click on the download link for the version that suits your OS as usual. After that just install it.
Once you have MCP downloaded and Eclipse installed, extract MCP to any folder you like. Also, go into the Forge Source you downloaded before and drag the forge folder into your new folder. Then go into your .minecraft folder (make sure you have a clean install, if not force update Minecraft), copy the bin and resources folder into the jars folder in MCP. Then, go into forge and click install.bat. If it asks you to cleanup, type in Yes and hit enter. If not just let it go on. This usually takes a minute or two so be patient.
After that's done, it'll tell you to hit any key to continue or something like that, once it does do just that and go into Eclipse. Now on startup it will tell you to select a workspace so click Browse, go into your MCP Folder and click the Eclipse folder. Then click OK and OK again. Now when it's done loading you should see a page that says Welcome. Just exit out of that page NOT Eclipse entirely. When that's done, you should see a sidebar to the left saying Minecraft. If it does, good job you're now ready to begin modding! If not, just retry the process and it should work!
